720 words; about a 4 minute read

Mission: Time After Time
Location: USS Arawyn

//// XO Office ////
Suzanna reread the report with the Preliminary Intervention Matrix Assessment she had put together for the Captain. She had prepared an initial intervention matrix governing potential Starfleet responses to the displaced population contained within the distortion envelope. The framework is intended to provide clearly defined escalation thresholds while preserving both Federation ethical standards and established non-interference principles until the nature of the phenomenon is better understood.

LEVEL ONE: OBSERVATION
Current recommended posture:
Actions authorized under this level consist solely of passive data collection, environmental monitoring, chronometric analysis, and long-range observation. No direct or indirect interaction with the affected population is permitted.

Continuation at this level is recommended while population stability remains acceptable, the distortion boundary remains sufficiently stable, no awareness of external observation is detected, and no immediate existential threat to the population is identified.

Authority: Commanding Officer under existing mission orders.

Escalation Criteria:
Significant loss of life directly attributable to instability within the anomaly.
Evidence that non-intervention will result in large-scale casualties.
Rapid degradation of distortion field integrity.
Discovery of an external actor influencing conditions within the envelope.

LEVEL TWO: COVERT STABILIZATION
This level permits measures intended to preserve life without revealing Starfleet's presence.

Authorized actions include remote stabilization of the distortion phenomenon, covert mitigation of environmental hazards, suppression of secondary disasters resulting from anomaly effects, and preparation of contingency rescue measures.

Authority: Commanding Officer with notification to Fleet Command.

Escalation Criteria:
Projected casualties exceed the capability of covert measures to prevent. Population survival can no longer be assured through indirect intervention. Probability of accidental discovery of Starfleet involvement becomes significant.

LEVEL THREE: HUMANITARIAN ASSISTANCE

This level authorizes direct life-saving measures while maintaining operational concealment whenever possible.

Authorized actions include emergency medical intervention, disaster relief operations, extraction of individuals facing imminent death, and provision of temporary life-support resources. Restrictions remain in effect regarding technological transfer, discussion of future history, or disclosure of the population's temporal status.

Authority: Commanding Officer with Fleet Command notification and consultation when available.

Escalation Criteria:
Humanitarian operations can no longer be conducted covertly.
Population displacement or evacuation becomes necessary.
Local authorities begin identifying the presence of outside intervention.

LEVEL FOUR: DIRECT CONTACT

This level permits controlled engagement with designated representatives of the affected population. Authorized contacts may include government officials, emergency services leadership, or other individuals necessary to coordinate public safety measures. Permitted disclosures are limited to the existence of an external rescue authority and information necessary to address immediate threats.
Information regarding temporal displacement, future historical events, Federation political structures, or advanced technology remains restricted.

Authority: Fleet Command authorization, or Commanding Officer under emergency circumstances where communication with higher authority is unavailable.

Escalation Criteria:
Public awareness becomes widespread and unavoidable.
Large-scale evacuation or relocation operations are required.
Continued concealment would significantly increase risk to life.

LEVEL FIVE: FULL DISCLOSURE

This level acknowledges that concealment is no longer ethically or operationally sustainable. Authorized actions include open communication with the affected population, explanation of the nature of the crisis, organized evacuation or resettlement efforts, and formal diplomatic engagement. This level should be considered only when population survival outweighs remaining non-interference concerns, or when concealment itself presents a greater danger than disclosure.

Authority: Fleet Command and higher Federation authorities when available. Commanding Officer emergency authority applies only in circumstances involving imminent mass casualty or extinction-level risk.

RECOMMENDED DECISION METRICS

I recommend continuous monitoring of four primary indicators:

Population Survival Index
Probability of population survival under current conditions.

Contamination Index
Probability that the affected population becomes aware of Starfleet involvement.

Timeline Integrity Index
Estimated risk of alteration to known historical events.

Recovery Probability
Estimated probability that the affected region can be returned to its original temporal and spatial coordinates.

CURRENT ASSESSMENT

Based on all passive observations currently available, I recommend maintaining Level One: Observation.

Population stability remains within acceptable parameters so far. No evidence has been detected that the affected population understands its displacement. Distortion boundary behaviour remains insufficiently understood to support active intervention. Recovery probability remains undetermined pending further analysis.

Recommendation: Continue passive observation and anomaly characterization while developing contingency plans for Levels Two through Five should conditions deteriorate.

After completing the reading, Suzanna pressed send. She had a meeting with the Captain in a few minutes to discuss it in detail.
